I had a look at the list of clubs putting returns in and there are very few. My club Ripon isn't shown so I slogged around getting beat by Solos and Streakers for no good reason last season, no Frampton either. Hunts are there, as are Desborough and Maidenhead neither of which will have done the PN much good, any others there or missing where British Moths get sailed?
There was a bit of a campaign for a couple of seasons to get clubs to submit returns which might have accounted for the fact that the PN hasn't dropped for the last two seasons. I'm in the process of asking my club why they didn't submit a return.
On the other hand the Streakers and Solos dropped by more so I've actually ended up with more time, but the BM is still considered faster than a Firefly.

The fact no return is listed, doesn't mean returns were not made.
I know Framptons were submitted.
BUT they discard the best and worst results before startinh the calculation, so unless a club consistently has a number of boats out the figures don't get through.

The list is here: 2015 PN listThey list all the clubs that submitted a return in 2014. The RYA may take out results in the calculations but they don't take out returns. Maybe you should query the list. They include races where clubs only have one boat in a class as well which is why I want Ripon to submit a return, it doesn't get a high rating but at least it gets in.
